Brother in Kentucky sentenced to 10 years in death of disabled sister

Scott County Circuit Judge Paul Isaacs sentenced Timothy Allen Brown Friday with recommendation of Commonwealth Attorney’s Office to 10 years imprisonment in the Scott County Detention Center for second-degree manslaughter, knowingly abuse/neglect of an adult, eight counts of theft by deception over $300, abuse of a corpse, tampering with physical evidence and endangering the welfare of a minor. Along with the 10-year sentence, Brown was order to pay restitution of $5, 942.

Brown, 30, pleaded guilty Friday, June 4, 2009 under an agreement with the Commonwealth, who recommended Brown serve 10 years for the manslaughter charge and one year for all other charges to be served concurrently. The Commonwealth Attorney’s Office had charged Brown with second-degree manslaughter before he accepted a plea agreement in Scott County Circuit Court.

The charges are related to the death of his disabled sister, Penny Brown, whose severely decomposed body was discovered in the trunk of his car by the Georgetown Police in October of 2008. It had been determined she had been dead for two years.

In court Sept. 4 it was stated the cause of Penny Brown’s death and the circumstances surrounding probably never would be known because of the advance decomposition and clean toxicology report.

What is known is that Penny Brown was wheelchair bound and suffered from cerebral palsy.
